Chapter One: Introduction
1.1 Background of the Study
Fiscal federalism refers to the financial relationships and arrangements between different levels of government in a federal system, particularly in terms of revenue allocation, expenditures, and fiscal responsibilities. In Nigeria, fiscal federalism has a significant impact on local government operations and their ability to implement development projects effectively. Sokoto North Local Government Area (LGA), located in Sokoto State, has faced challenges related to financial autonomy and resource allocation, which have affected its capacity to execute and manage projects that contribute to the well-being of its citizens. Local governments in Nigeria heavily rely on federal allocations, state transfers, and their internal revenue generation to fund projects ranging from infrastructure development to health and education initiatives.
The purpose of this study is to examine the impact of fiscal federalism on the implementation of local government projects in Sokoto North LGA. It will investigate how the distribution of financial resources, based on federal and state policies, influences the planning, execution, and sustainability of development projects within the LGA. The findings will provide insights into the effectiveness of fiscal arrangements and offer recommendations for improving local government project implementation.
1.2 Statement of the Problem
Despite federal and state allocations to local governments, Sokoto North LGA faces challenges in the effective implementation of projects, especially in sectors such as healthcare, education, and infrastructure. The dependence on federal transfers, coupled with internal revenue constraints, has led to delays in project execution, inadequate funding, and, in some cases, the abandonment of critical community development projects. Understanding the role of fiscal federalism in these challenges is crucial for optimizing resource allocation and improving the performance of local government initiatives.
